Product Description

CE Marking​ is a safety certification mark regarded as a "passport" for manufacturers to enter the European market. CE stands for Conformité Européenne. Products bearing the CE marking can be sold in all EU member states without having to meet the specific requirements of each individual country, thus enabling the free circulation of goods within the EU. In the EU market, CE marking is a mandatory certification. Whether produced by enterprises within the EU or in other countries, products must bear the CE marking to circulate freely in the EU market. This indicates that the product complies with the basic requirements of the EU's "New Approach to Technical Harmonization and Standardization." This is a mandatory requirement under EU law.


CE certification constitutes the "essential requirements" at the core of European Directives. It is limited to the basic safety requirements ensuring that products do not endanger the safety of humans, animals, and property, rather than general quality requirements. Harmonization directives only specify essential requirements, while general requirements are addressed by standards. Therefore, the precise meaning is: the CE marking is a safety compliance mark, not a quality compliance mark.
 

Electric water heaters applying for CE certification must comply with the LVD (Low Voltage Directive)​ and the EMC (Electromagnetic Compatibility) Directive.


EU CE Certification Standard for Electric Water Heaters: EN 60335-2-35

The safety standard for household instant electric water heaters, EN 60335-2-35:2002/A2:2011​ (published on October 1, 2011), has come into effect. EN 60335-2-35:2002+A1:2006+A2:2011 has become the harmonized standard for instant electric water heaters to comply with the LVD Directive (2006/95/EC).

 


 

I. Test Items
 

Waterproof Rating:​ At least IPX4​ (splash-proof); products installed in bathrooms require higher protection levels.

Corrosion Resistance:​ Inner tank materials (enamel/stainless steel) must pass rigorous immersion tests in specific solutions.

Dry-boil Protection:​ Must be equipped with two independent thermal cut-outs​ (a resettable thermostat + a non-resettable thermal fuse).

Pressure Relief:​ Closed water tanks must pass a 1.5 times nominal pressure​ hydraulic test.

Electromagnetic Compatibility (EMC)

  • Mains terminal disturbance voltage (150kHz–30MHz) and radiated field strength (30MHz–1GHz) must comply with the limits.

  • Verification must be conducted for scenarios including Electrostatic Discharge (ESD), Surge, and Voltage Dips.
     


 

III. Certification Process and Key Practical Points
 

Technical File Preparation (TCF)

  • Includes circuit diagrams, structural drawings, BOM lists, risk assessment reports, and certificates for critical components (e.g., VDE/UL certifications for thermostats and heating elements).

  • Instruction manuals must include safety warnings, installation guides, and the WEEE disposal symbol.
     

Sample Testing and Audit

  • Provide 3–5 complete units​ along with critical components (heating elements, inner tanks, etc.). The testing cycle takes approximately 4–6 weeks.

  • Key rectification items: Ground continuity, EMC filter design, and insufficient creepage distances.
     

Certification Issuance and Market Access

  • Upon passing, sign the Declaration of Conformity (DoC)​ and affix the CE marking (height ≥ 5mm).

  • Non-EU manufacturers must appoint an EU Authorized Representative (EAR), and technical files must be kept for at least 10 years.

  • Note: Risks include excessive phthalates in plastic parts or excessive lead content in solder.
     

Recommendation:​ Select RoHS-certified suppliers and conduct regular random inspections.
