PSE certification is Japan's mandatory safety certification, which demonstrates that electrical and electronic products have passed the safety standard testing required by Japan's Electrical Appliance and Material Safety Law (DENAN Law) or international IEC standards. Among the common mandatory certifications for electrical and electronic products today are China's CCC certification, the U.S. FCC certification, and the EU's CE certification. Japan's DENTORL Law (Electrical Apparatus and Material Control Law) requires that 498 products must obtain safety certification before entering the Japanese market. Of these, 165 Category A products must bear the diamond PSE mark, while 333 Category B products must bear the circular PSE mark.
From April 1, 2001, the "Electrical Product Control Law (DENTORL)" was officially renamed the "Electrical Product Safety Law (DENAN)". Unlike the previous regulatory system, which relied on control through consensual provisions, the new system entrusts non-governmental organizations with ensuring product safety.
Product scope includes: electric wires and cables, wiring devices, current limiters, transformers, ballasts, electric heating appliances, electric motor-operated appliances, AC electrical appliances, portable generators, other AC mechanical appliances, conduits, small AC motors, light sources and light-source application appliances, storage batteries, and more.
Products falling within the scope of the Specified Electrical Appliances and Materials (116 products in total), for example: DC power supply units, switches and socket-outlets, electric water heaters, power supply cords and plugs, transformers for other household appliances (AC-AC power products), etc.
Products outside the scope of the Specified Electrical Appliances and Materials (341 products in total), for example: electric blankets, electric steamers, electric hair curlers, electric ovens/roasters, microwave ovens, hair humidifiers, refrigerators, electric mixers/blenders, electric egg boilers, electric food warmers, hair dryers, humidifiers, projectors, washing machines, incandescent lamps, fluorescent lamps, desk lamps, decorative lamps, advertising lamps, lithium batteries, and all LED bulbs and LED luminaires.

3. Samples for testing: the quantity varies depending on the applied standard and the certification body. As a general rule, 5 pieces are required when a CB report is available, and 10 pieces when no CB report is available.
Lead time varies depending on the applied standard and the certification body. Generally, it takes about 4–6 weeks with a CB report and about 6–10 weeks without one (assuming complete documentation and samples that require no modification).
The test reports issued by Global United Technology Services (GTS) are legally valid and can be used for scenarios such as entry into supermarkets/e-commerce platforms, product appeals, protection against malicious rights-claims, and bidding.
