I. Certification Introduction
ANATEL was established in 1997 and is primarily responsible for approving telecommunications products that meet quality and safety standards well as specified technical functions. Almost all products that transmit radio frequencies, connect to the public telephone network, or use lithium batteries must be approved by this agency. This certification and process ensures that consumers continue to use these products in compliance with all relevant quality and safety regulations.
II. Certification Categories
Three types of telecommunications equipment require mandatory certification:
Type
1. Terminal equipment connected to the Fixed Switched Telephone (FSTS) network via endpoints; 2. Equipment connecting private telecommunications networks to the FSTS network;
3. Equipment connecting to the FSTS network for the purpose providing value-added services.
Includes: mobile phones, satellite phones, VOIP phones, mobile phone batteries, mobile phone charging cables, telephone signal cables, modems.
Type
Any radio-using equipment not covered by Type I, such as low-voltage devices, unauthorized devices, and antennas.
Type I
Includes: television and radio antennas,, transmitters, wireless network equipment, radio frequency automation equipment.
Any equipment covered by Type I or not covered that is regulated by ANATEL rules and regulations.
Includes: optic cables, cable connectors, mobile network signal transmitters.
III. Required Documents
1. Applicant's information (The applicant is a local Brazilian company; if no GTS is available, local representation services can be)

7. Fixed-frequency software
IV. Certification Process
1. Determine the product certification category and sample requirements based on the product information provided by the customer.
2. Mail the to GTS. After receiving the samples, GTS will conduct pre-testing (testing EMC and RF parts).
3. If there are any issues during the sample pre-testing, will communicate with the customer for rectification. If the pre-testing is qualified, the samples will be mailed to a local laboratory in Brazil.
4. The local testing laboratory in tests the samples and issues a test report.
5. The OCD (the issuing body of the Certificate of Conformity, abbreviated as CoC) issues the CoC certificate.. The OCD submits the CoC certificate and the test report issued by the local testing laboratory in Brazil to the government agency Anatel to apply for the Certificate of Homologation (breviated as CoH).
7. Anatel issues the CoH certificate.
8. GTG provides the electronic copies of the test report, CoC, and Co certificate to the customer.
V. Certificate Validity
Certificate Validity: Class I 2 years, Class I 2 years, Class I 3 years.
VI. Precautions1. All products listed in the ANATEL published list require certification;
2. Certificate/Authorization holders (importers, manufacturers) must be legally confirmed by Brazil;3. User manuals, installation guides, and warning signs must be in Portuguese. Other documents may be in English;
4. When exporting products to Brazil, the ANATEL certification mark ATEL certification number must be added (this number is the CoH certificate number, which can be obtained from the CoH certificate).
