ASTM F2167 is a U.S. Consumer Safety Performance Specification developed for Infant Bouncer Seats. It is designed to reduce the risk of injury to infants caused by falls, structural collapse, suffocation, or misuse while using a bouncer seat. This standard applies to infants from approximately 0 to 6 months of age who are not yet able to sit up independently, and the product must be used under caregiver supervision.
Compliance testing mainly covers the following physical safety performance requirements:
1. Stability Test: Simulates caregiver interaction scenarios to prevent the bouncer seat from tipping over when force is applied.
2. Restraint System Performance: Ensures the safety belt/harness can effectively secure the infant and prevent slipping out.
3. Structural Strength and Integrity: Verifies that the frame will not disintegrate or collapse during normal use or reasonably foreseeable misuse.
4. Small Parts and Edge Testing: Identifies detachable small parts (to prevent ingestion/choking) and sharp edges (to prevent scratches or cuts).
5. Warning Label Visibility: Verifies that labels remain clearly visible even when the infant is secured in the seat, and that their placement conforms to the specified diagram/illustration requirements. w:nz8207
In addition to physical safety standards, infant bouncer seats must also comply with the following three federal regulations in order to be sold in the U.S. market (e.g., on Amazon):
1. 16 CFR Part 1130: Durable infant or toddler products must provide a Consumer Registration Card so that users can be notified in the event of a product recall.
2. CPSIA (Consumer Product Safety Improvement Act): Restricts lead content (total lead ≤ 100 ppm, lead in surface coatings ≤ 90 ppm) and phthalate content (≤ 1000 mg/kg).
3. CPSA Section 14(a)(5): The product itself and its packaging must bear a permanent tracking label containing the manufacturer's name, location and date of production, and batch/lot number.
