I. Introduction to CB Certification
The IECEE-CB Scheme is a system established by the Electrotechnical Product Assessment Program (IECEE) the International Electrotechnical Commission (IEC) for the global mutual recognition of safety test results for electrotechnical products, aimed at reducing international trade barriers caused by the need to meet national certification or approval criteria. Based on the IEC safety and electromagnetic compatibility (EMC) standards for relevant electrical and electronic equipment approved by the IECEE, the CB Scheme achieves recognition of test results for 19 major categories of electrotechnical products, including information technology equipment, household appliances, and medical electrical equipment.

 

II. Importance of CB Certification
The foundation of the CB scheme is to ensure that the product safety test results of electrical and electronic equipment are globally accepted. Upon completion of the testing, a CB Test Certificate and a corresponding CB Test Report will be issued for the product. Together, these two documents constitute a passport, which manufacturers can use to apply global certification from national certification bodies in any country or region participating in the CB scheme, typically without the need for additional testing. In addition, when applying for CB certification, the countries be considered for inclusion in the report must be disclosed so that the corresponding national differences can be taken into account during testing.

VII. Precautions for Applying for CB Certificates
1. Regarding the application for CB test certificates, the following points should be noted
(1) The application for a CB test certificate can be submitted by the applicant to any NCB that covers the scope of the product.
(2) The applicant can be manufacturer or an entity authorized to represent the manufacturer.
(3) The application may include one or more factories producing the product in one or more countries.
(4) Applicants/manufacturersfactories located in countries without an IECEE member body are required to pay an additional fee of 150 Swiss francs for each CB test certificate to cover the operating costs the system. This fee is collected by the NCB accepting the CB test certificate application and will be deposited into the IECEE account.
(5) The applicant may request the to test the product according to the national differences of the country where the product is sold.
2. The procedures for a manufacturer to obtain product certification in the target market include the following
(1) Submit an application to the NCB of the target country;
(2) CB test certificate;
(3) CB test report (which may include national differences
(4) Provide product samples to the NCB of the target market upon request.
The purpose of requesting samples is to confirm that the product is consistent with the product tested by original issuing NCB and that the national differences have been covered.
3. National Differences
National differences are the differences between the standards or regulations of a country and the corresponding international standards. All national of countries joining the CB system are submitted to the IECEE Secretariat and published in the CB Bulletin.
4. CB certification does not require factory inspection
