NRCS is the abbreviation for the National Regulator for Compulsory Specifications in South Africa. The South African National Regulator for Compulsory Specifications Act [Act. 5 of 2008] was promulgated in Government Gazette No. 31216 on July 4, 2008, and came into on September 1, 2008. This Act transferred the regulatory functions of the former South African Bureau of Standards (SABS) within South Africa to the National Regulatorulsory Specifications. Therefore, NRCS is both the name of a regulation and the name of an institution. NRCS certification is a mandatory certification in South Africa. According to NRCS regulations, all importers and manufacturers of controlled electrical goods must register with the NRCS. The process of registering products with the NRCS is referred to as NRCS certification in the industry.
The scope of mandatory products regulated by NRCS includes household appliances, lighting fixtures, power tools, information technology equipment, audio-visual equipment, vehicles and their, daily consumer goods, food and food-related industries, etc.; it also includes accessory products such as plugs, adapters, and switches.
Some mandatory standards: SANS IEC 60335 – Safety requirements for household and similar electrical appliances, such as: kettles, irons stoves, refrigerators, commercial catering equipment, etc.; SANS IEC 60065 – Safety requirements for audio, video and similar electronic apparatus, such as: televisions, video recorders hi-fi systems, radios, etc.; SANS IEC 61029 – Safety requirements for portable electric tools, such as: circular saws, grinders, etc.; SANS 60745 – Safety requirements for hand-held electric tools, such as: drills, sanders, etc.; SANS IEC 60598 – Safety for general-purpose fixed luminaires, including power factor requirements in SANS 475; SANS IEC 60950 – Safety requirements for information technology equipment related equipment, such as: computers, printers, photocopiers, etc.; VC8075 – Mandatory specification for extruded solid dielectric insulated power cables for fixed installation (300500V to 1900/3300V); VC8077 – Mandatory regulations for the safety of medium voltage wires and cables; VC043 – Mandatory specification for the safety of incandescent lamps.
LOA Application Full Process
Step 1: Confirm Product Compliance
Check the NRCS official website to see if the product listed in the mandatory directory; search for the corresponding VC file (e.g., VC 8035) to confirm the applicable SANS standard (e.g.,ANS IEC 60598-1 for LED luminaires).
Step 2: Prepare Technical Documents (English)
Product specifications; English user manual (including safety); circuit schematic & PCB layout; Bill of Materials (BOM) with attached certification (e.g., UL, CB); product photos & nameplate design; Letter of Authorization ( applied for by an agent).
Step 3: Conduct Compliance Testing
Perform safety, EMC, and energy efficiency tests at an accredited laboratory; test standards must be the SANS (e.g., SANS IEC 62368-1); if CB IEC reports are already available, conversion can be attempted, but South African specific requirements must supplemented (e.g., 230V/50Hz voltage, SANS 164 plug type).
Tip: "IEC report to LOA" conversion are available, provided the report version is accepted by NRCS.
Step 4: Appoint a Local South African Applicant
Sign an agreement with a South African importer/; provide their company registration proof (CIPC registration number); they will act as the LOA holder to submit the application.
Step 5: Submit LOA Application
Submit the NRCS online system or email: LOA application form; test reports (original PDF); technical document package; local company business license; application fee.
Step 6:CS Technical Review
Review period: typically 60–90 days (officially 120 working days, but most are completed in 2–3 months); require supplementary materials or clarifications; high-risk products may trigger subsequent market surveillance.
Step 7: Obtain LOA Certificate
NRCS issues the Letter of Authority (electronic version the certificate includes a unique LOA number; this number must be used for: customs clearance (SARS system verification); product labeling or packaging marking; market inspection records
